Bill Analysis

Senate Bill 4873, the Promoting Human Flourishing in Foreign Assistance Act, would amend the Foreign Assistance Act of 1961 to restrict nonmilitary U.S. foreign aid to organizations that provide or promote abortion, promote gender ideology, or promote discriminatory equity ideology. The restriction would apply government-wide to qualifying nonmilitary assistance programs.

The American Council supports SB 4873 because American taxpayers should not be forced to fund abortion promotion overseas. Directing foreign assistance dollars away from organizations that provide or promote abortion affirms the sanctity of human life in our foreign policy, just as it should at home. The bill's restriction on funding groups that promote contested gender ideology abroad also protects the conscience of faith-based aid organizations that serve the world's poor.
