Bill Summary

SB 4855, the SAFE KIDS Act, would require AI providers accessible to minors to build in child-safety features, parental controls, and independent audits while banning child-targeted ads and data sales.

Bill Analysis

Senate Bill 4855, the SAFE KIDS Act, would require providers of AI systems accessible to minors to build in child-safety-by-design protections, offer parents meaningful control settings, and submit to independent audits. The bill also bars companies from targeting children with advertising or selling and sharing their personal data.

The American Council supports SB 4855 because it puts real tools back in parents' hands. As artificial intelligence products spread into homes and classrooms, moms and dads need the ability to see what their children are using and to set real limits — not vague promises from tech companies. Cutting off the sale of children's data and the practice of targeting kids with ads also protects children from being treated as a commercial product rather than a young person in need of protection.

SB 4855 was introduced by Sen. John Curtis and referred to the Senate Committee on Commerce, Science, and Transportation on June 23, 2026, where it awaits a hearing. We will continue to track its progress and urge the committee to move it forward.
