Bill Analysis

Sammy's Law would require large social media platforms to build real-time application programming interfaces (APIs) that let parents connect independent, third-party safety software to monitor and manage their minor child's account — including settings, interactions, and content exposure. Platforms could no longer wall off their systems to block outside parental-control tools.

The American Council supports Sammy's Law because it restores a tool Big Tech has often denied parents: the ability to see and govern what their children encounter online, using software of the family's own choosing rather than whatever limited controls a platform decides to offer. Scripture charges parents with guarding their children's hearts and habits (Deuteronomy 6:6-7), and this bill removes an artificial barrier platforms have erected against that God-given responsibility. The bill imposes a technical obligation on companies rather than restricting anyone's speech, keeping it consistent with our commitment to liberty alongside child protection.

SB 4159 was referred to the Senate Committee on Commerce, Science, and Transportation on March 20, 2026, and remains pending there awaiting further committee action.
