House Bill 83, the Ending Common Core and Expanding School Choice Act, would amend Title I of the Elementary and Secondary Education Act to let states, at their option, allow federal education funds for disadvantaged children to follow the student rather than stay tied to a single public school assignment. Under the bill, those dollars could follow a child to the public school, charter school, accredited private school — including religious schools — or supplemental educational service that the family chooses.
The American Council supports HB 83 because education dollars should serve children and families, not a fixed school-district assignment. Low-income families deserve the same freedom that wealthier families already exercise: the ability to choose the school setting, public or private, that best fits their child. Letting federal Title I funds follow the student expands real educational options for the families who need them most.
HB 83 was introduced by Rep. Andy Biggs and referred to the House Committee on Education and Workforce on January 3, 2025, where it remains pending. No further committee action has been recorded, and we will continue to track its progress toward a hearing.
