Bill Analysis

HB 7983 would make it a federal crime, punishable by up to five years in prison and a $50,000 fine, to prescribe or dispense a chemical abortion drug without the prescribing provider physically present to examine the patient first. The bill also requires that fetal remains from a chemical abortion be disposed of properly, and defines human life as beginning at fertilization for purposes of the statute.

The American Council supports HB 7983 because it confronts the fastest-growing form of abortion in America: mail-order pills prescribed sight-unseen through telehealth, with no physician ever examining the woman or her unborn child. Every life in the womb bears the image of God from the moment of conception (Psalm 139:13-16), and a law that restores basic medical safeguards around the drugs that end that life is a direct defense of the sanctity of life. Requiring a provider's physical presence also protects women from the real health risks of unsupervised chemical abortion.

HB 7983 was referred to the House Committee on the Judiciary on March 18, 2026, and remains pending there awaiting a hearing before it can advance to the House floor.
