AB 2540 would require California community college health centers to offer, and CSU/UC centers to promote, medication abortion services.
Assembly Bill 2540 would extend California's existing medication-abortion mandate from the CSU and UC systems to the state's community colleges. Beginning January 1, 2029, any community college with a student health center would be required to offer access to medication abortion. The bill also requires CSU and UC health centers to affirmatively promote and publicize their abortion-pill services by 2028.
The American Council opposes AB 2540 because it forces the broadest and often youngest tier of California's public higher-education system — community colleges — into providing and advertising chemical abortion. Mandating that health centers not only offer but actively promote abortion drugs treats ending a pregnancy as a service to be marketed rather than the ending of a human life. This bill runs directly counter to the sanctity of life from conception.
AB 2540 has passed the Assembly and was read a second time, amended, and re-referred to the Senate Appropriations Committee on July 2, 2026. It remains pending there and could reach the Senate floor if it clears committee. We will continue to track its progress and urge lawmakers to reject it.
